Overcoming Opposition to Port Expansion Project

AlphaVu worked with the Port of Hueneme to help advance a capital project, the South Terminal Modernization, critical to the growth of the Port, employment in Ventura County, and regional economic prosperity.
The Port and this project had generally high, although tepid, public support. Even though the South Terminal Modernization project would result in improved environmental standards and air quality, some local activists opposed the project allegedly for environmental reasons, but in fact because they were opposed to the Port’s existence and any growth opportunity.
AlphaVu collected and analyzed the Port’s advertising data, its public outreach data, and public engagement data about the project. AlphaVu was able to continually quantify the flat level of opposition, despite a very vocal and active core opposition group, assuring leadership the opposition movement was static and not growing. AlphaVu has helped target factual information specifically to those who might be susceptible the opposition’s misinformation.
Finally, AlphaVu algorithmically matched the public engagement data to a database of registered voters to demonstrate to local elected officials the levels of support and opposition specifically within their own elected districts.
This helped reassure them of the continued, broad-based support and the failure of the opposition to grow during the most heated media and public meeting cycles.
